A new code of practice limiting ecclesiastical exemption from listed building control was published by the Secretary of State for National Heritage and the Secretary of State for Wales in December 1992 and came into force with the laying before Parliament on 30 June 1994 of the Ecclesiastical Exemption (Listed Buildings and Conservation Areas) Order 1994.
In order to implement the code of practice each Diocese or group of dioceses in England and Wales has set up an Historic Churches Committee.
This Committee has an overriding responsibility for all works affecting Listed Church Buildings and Church Buildings in Conservation Areas whose primary use is as a place of Catholic worship.
